UNJSPF highlights standards based blockchain leadership at UK Parliament Conference

On 27 March 2026, the United Nations Joint Staff Pension Fund (UNJSPF) participated as a Conference Partner in the 8th Blockchain International Scientific Conference (ISC2026) organized by the British Blockchain Association (BBA) and held at the UK Houses of Parliament in London.

For the first time in British history, an international, peer reviewed scientific conference on blockchain and digital assets took place inside the Houses of Parliament. The event marked a significant milestone for evidence based dialogue on emerging technologies and public policy, convening a global community of researchers, policymakers and practitioners.

Hosted at Portcullis House, House of Commons, ISC2026 brought together participants from more than 20 countries. The conference programme featured peer reviewed research and expert contributions addressing key topics at the intersection of technology, regulation and society, including the EU’s Markets in Crypto Assets Regulation (MiCA) and sustainable finance, blockchain enabled healthcare, public procurement, crypto asset pricing, and the governance of artificial intelligence.

As part of the high level agenda, Dino Cataldo Dell’Accio, Deputy Chief Executive of UNJSPF, delivered a keynote address focusing on the role of blockchain as secure, institutional grade digital infrastructure. Drawing on UNJSPF’s operational experience, he highlighted the importance of a standards based approach to blockchain enabled digital identity, particularly for large public institutions operating across jurisdictions.

“Blockchain can serve as critical public digital infrastructure only when it is designed with strong governance, international standards and long term security in mind,” said Mr. Dell’Accio. “For institutions, trust must be verifiable, auditable and resilient over time, including in a post quantum future.”

His intervention emphasized the need for post quantum resilience, verifiable and audit grade governance, and alignment with ISO frameworks to ensure interoperability, compliance and sustained trust at scale.

UNJSPF’s participation as conference partner and keynote contributor reflects its broader commitment to responsible digital innovation in the public interest. By engaging with a global scientific and policy community at ISC2026, the Fund contributed practical institutional perspectives to discussions on how blockchain technologies can be deployed safely, transparently and effectively in public sector contexts.

The historic setting of the UK Parliament underscored the growing convergence of science, policy and institutional practice in shaping the future of blockchain and digital assets.
