The UNJSPF Digital Certificate of Entitlement: a growing service to our beneficiaries

The United Nations Joint Staff Pension Fund (UNJSPF) is pleased to report continued strong adoption of the Digital Certificate of Entitlement (DCE) for the 2026 exercise, reflecting the Fund’s ongoing commitment to modernizing services and improving client experience for its global beneficiary community.

As of 6 February 2026, 36,310 beneficiaries have successfully issued their 2026 Digital CE — 49.1% of the Fund’s total beneficiary population. This strong start to the year places us already within reach of the approximately 60% Digital CE issuance recorded for all of 2025.

Notably, the current issuance level represents 82.35% of all beneficiaries who issued a Digital CE in 2025, underscoring sustained trust in the platform and steady year-on-year adoption. on year adoption.

To further strengthen support for beneficiaries who may not have access to smartphones or who require in-person assistance, UNJSPF — in collaboration with UNDP — has operationalized DCE kiosks in 17 duty stations. The kiosks are active in: Afghanistan, Burundi, Cameroon, Congo, Egypt, Guinea, Indonesia, Laos, Lebanon, Mali, Mauritania, Niger, Senegal, Sierra Leone, Somalia, Sudan, Syria, Yemen – Aden, and Yemen – Sana’a.

UNDP offices have increasingly been supporting beneficiaries who visit duty stations for assistance. The DCE team continues to encourage the use of mobile phones whenever possible, reserving kiosk tablets for those who do not have access to a smartphone.

The DCE Support Team (reachable at [email protected]) remains actively engaged in assisting beneficiaries worldwide, handling thousands of support requests each month and focusing on outreach to those who have not yet issued their 2026 DCE. Over the past two weeks alone, the team closed 3,069 support tickets, including inquiries received via email, phone, web applications, and direct client engagement.

The team continues to:

  • Support new enrollments through video calls and direct approval processes.
  • Assist with reenrollment needs and resolve technical issues related to PINs, invitation codes, and app usage.
  • Guide over 400 new payroll beneficiaries through their first DCE issuance.
  • Conduct targeted outreach to more than 8,000 beneficiaries who issued their 2025 DCE but have not yet completed the 2026 process.

Recent monitoring and reporting on kiosk usage already demonstrate its value in making the Digital CE more accessible.

This integration follows another collaboration with UNICC and other UN entities resulting in the growing adoption of the UN Digital ID, of which the DCE is a foundational component. This example demonstrates how a solution originally designed for retirees and beneficiaries is now strengthening digital identity services for active staff throughout their entire UN career cycle — from onboarding to separation.

The Fund’s ongoing digital transformation is anchored in accessibility, security, and beneficiary centered service design. The 2026 DCE uptake demonstrates the continued success of these efforts — powered by collaboration across UNJSPF, UNDP, UNICC, and the wider UN system, and supported by the dedication of staff working daily to ensure beneficiaries can complete their annual entitlement verification quickly and easily. centered service design.

The Fund encourages all remaining beneficiaries to issue their 2026 Digital CE at their earliest convenience, either through the UNJSPF Digital CE mobile application or at one of the 17 DCE kiosks now available globally.
