UNJSPF Showcases Blockchain-Based Digital Identity Solution at Government Blockchain Association Executive Roundtable on Capitol Hill

2 March 2026 – Washington, D.C.. The United Nations Joint Staff Pension Fund (UNJSPF) presented its pioneering blockchain-based digital identity solution at the Government Blockchain Association (GBA) Executive Roundtable, held in a hybrid format at the U.S. Capitol Visitors Center and online. The event brought together U.S. Senators, Ambassadors, Commissioners, government officials, and international experts to discuss how modern technologies can help prevent fraud, waste, and abuse in public systems.

Dino Dell’Accio, Deputy Chief Executive of Pension Administration, represented UNJSPF and delivered a keynote presentation on the Fund’s ongoing digital transformation. He highlighted how UNJSPF became an early adopter of blockchain technology and is now leveraging a combination of blockchain, biometrics, geolocation, and artificial intelligence for deepfake detection to safeguard the integrity of pension administration processes.

“Ensuring the authenticity of our beneficiaries is essential to protecting the Fund’s assets and guaranteeing the continuity of pension payments,” Dell’Accio said. He emphasized that the blockchain-based Digital Certificate of Entitlement (DCE) has already achieved a significant milestone: 60% adoption among beneficiaries worldwide, demonstrating strong trust and usability across a diverse, global population.

Dell’Accio also addressed the challenges faced by beneficiaries with limited digital access or difficulties using mobile devices. To ensure inclusivity, the Fund recently introduced a kiosk mode, providing a simplified, guided alternative for beneficiaries who require additional support. “Our goal is not only to modernize, but to make digital tools accessible to everyone,” he noted.

Looking ahead, UNJSPF is exploring additional use cases for secure digital identity, along with ensuring post quantum preparedness to maintain the long-term resilience of the Fund’s blockchain infrastructure. “As quantum computing evolves, so must our safeguards. We are already analyzing the implications for blockchain to ensure that our systems remain secure for decades to come,” Dell’Accio said.

The roundtable was chaired by GBA President Gerard Dache, who underscored the importance of cross-sector collaboration in building trustworthy digital ecosystems. Participants commended UNJSPF for its leadership in operationalizing advanced technologies in a real-world, global environment.

UNJSPF’s participation reflects the Fund’s continued commitment to innovation, transparency, and the protection of pension payments for more than 230,000 staff and retirees worldwide.
